Speech for the Minister of Arts and Culture, Republic of South Africa, Ms Lulama Xingwana at MIDEM 2010 press conference on 24 January 2010

MIDEM CEO, Mr Paul Zilk
Director at MIDEM, Ms Dominique Leguern,
Ambassador of South Africa in France, Dr Konji Sebati
Director General – Department of Arts and Culture, South Africa, Themba Wakashe
The Media
Honourable guests
Ladies and Gentlemen

It is with a deep sense of pride that South Africa stands before you to announce its presence to celebrate the Music of Africa with the international music fraternity. South Africa is indeed humbled to be the Country of Honour at MIDEM 2010.

We have come to MIDEM 2010 to promote our music and our music industries and to invite you to celebrate the FIFA World Cup 2010 in South Africa which will also be filled with beautiful South African music and dance, arts and crafts and unique experience of our majestic heritage cultural tourism sites such as the Cradle of Humankind near Johannesburg and Robben Island in Cape Town.

In the global economy, the music business has become one of the most important industries that drive the cultural and communication and broadcasting systems. The audio visual industries are growing exponentially. The patterns of distribution and consumption are ever changing. The developing world and Africa have become important new markets and will continue to do so in the future.

There is no doubt that South Africa’s participation at MIDEM 2010 is one way of responding to this new way of making business in the music sector.

South Africa as part of the African continent is embarking on various initiatives of doing business with the rest of the world. Our end game is mainstreaming our cultural treasures and heritage in the emerging economies with the objective of making South Africa the centrepiece in cultural and creative production with strong internal and global distribution networks to make our South African music content available on all platforms.

Our policy and ethos in supporting music development is not only driven by entertainment needs per se but is also driven by the need to create jobs and meaningful employment. But more importantly, to support social cohesion in a new democratic South Africa. Music is the golden thread that holds South African society together. I am happy that the MIDEM platform will help bring South Africa’s musical heritage to the world.

We have brought to MIDEM a star studded cast of the very best South African music can offer. Our presentation at MIDEM 2010 will pay tribute to the heritage of South African culture by reflecting various artistic talents embedded from a plethora of musical cultural expressions. We will highlight the wealth of South African artistic talents through a line-up of award-winning, chart-topping and iconic artists. Hotshot urban act Jozi, platinum pop outfit, The Parlotones, multi South African Music Award-winner Lira, critically acclaimed hip hop act ZuluBoy, magical diva Thandiswa Mazwai, and South Africa’s folklorist star, Nothembi, Afro-folk veteran, Vusi Mahlasela, SAMA-nominated flautist Wouter Kellerman, live favourites Tidal Waves, charismatic Kurt Darren, and the Maletangwao Cultural Troupe the foot-stompers from the African village are among the artists who will fly the South African flag high at MIDEM 2010 Opening Night event today.

Tomorrow we pay tribute to one of Africa’s musical icons Mama Miriam Makeba who is well known to the world. This tribute is shared with Benin’s super star Angelique Kidjo, a great friend of South Africa. Angelique will pay tribute to Mama Miriam Makeba in a memorable collaboration with Vusi Mahlasela – one of South Africa’s indigenous poets and musicians.

Our presence at MIDEM 2010 features the South African Pavilion - our home away from home. Please make sure you visit our stand as it is where we will be showcasing South African music, labels and organisations. You will be able to meet South Africa music industry representatives.

We are also delighted to invite you to our special high-profile MIDEM Seminar on Making Music Business in Africa – Telling the South African Music story. This is a very important seminar for us, as it will bring to the fore the opportunities and networking possibilities of doing music in Africa.

Ladies and gentlemen, I guess you are aware by now that the headline for our presentation at MIDEM 2010 is titled – Celebrating Africa’s Music. The choice of the theme confirms linkages between MIDEM 2010 and the much awaited 2010 FIFA World Cup in South Africa hence the FIFA World Cup slogan – Celebrate Africa’s Humanity. To us MIDEM 2010 kicks off the year by promoting South African culture to the worldwide stage, thus culminating with the hosting of the 2010 World Cup in June and July. We have brought with us the Dept of Culture Cultural Programme Coordinator for the FIFA 2010 World Cup – Ms Duduzile Mazibuko. She will provide you with further information about our plans relating to the cultural programme during the FIFA event. Please visit the South African Pavilion to further engage her on such matters.

We are very excited about our delegation which includes a “fantastic” representation of South African music talent and business. I trust that you will interact with us on all matters relating to making music business in South Africa. That’s why we are here.

To all the South African artists who are participating at MIDEM 2010 I would like to thank you for venturing out to make business contacts – We wish all of you good-luck. I am certain that we will all succeed.

AFRIKA KE NAKO!!!!!!!!

I thank you

SA Minister’s new deal at MIDEM

Bilateral discussions were held between the South African Minister of Arts and Culture, Ms Lulu Xingwana, and her French counterpart at MIDEM.

Bilateral discussions were held between the South African Minister of Arts and Culture, Ms Lulu Xingwana and the French Minister of Culture and Communication, Mr Frédéric Mitterand on 24 January 2010 in Cannes, France.

The meeting took place during the annual three-day international music market, MIDEM, where South Africa participated as country of honour, with special recognition given to South African music and artists.

During the 45 minutes of wide-ranging consultations, the two Ministers reviewed the current state of bilateral cultural cooperation, the rich, shared cultural history between the two countries, and identified several new areas of cooperation.

The Ministers agreed to sign a Programme of Cultural Cooperation for 2010 to 2012 as well as a new film co-production agreement,

The three year Programme of Cooperation will focus on joint projects in the fields of music, protection of heritage, design, publishing, digitization of culture, and the translation of books and texts to make them more accessible. The emphasis will be on sharing ideas, information and experiences, skills and technology transfer, capacity building and creating sustainable institution to institution links.

The film co-production agreement will provide opportunities for the South African film industry to increase production, creating new partnerships and ventures, while recognizing the skills and talent of the SA film makers, actors and film technicians.

The Ministers exchanged views on how to increase protection for the rights of artists. They considered the fast growing and increasingly free electronic distribution of music, books and other forms of artistic expression, and the challenge this presented to the rights and income of artists and cultural practitioners. They agreed to discuss this with other international partners, and to look for creative ways to address issues of access and protection on a fair basis.

Minister Xingwana invited the French Minister and French public to visit South Africa during the coming 2010 Fifa World Cup, especially when South Africa and France play against each other.

In a separate ceremony, attended by Minister Xingwana, the French Minister on behalf of the French government and people, bestowed special recognition and French national arts and culture honours on prominent South African artists, Caiphus Semenya and Letta Mbulu, for their excellent and long-standing contribution to the global music industry.

The Minister referred to the significant impact of the musical contribution of these two South African artists, as well as the role they played in the cultural boycott and the role they continue to play in bringing South African musical influences to world.

Referring to South Africa’s high level presence in the MIDEM music market, Minister Xingwana said that South Africa’s participation created opportunities for SA artists to showcase their talent, to mingle with their peers, and for music business deals to be done, creating jobs and access to markets for South African artists.

Music publishing course at Wits

Emerging South African music entrepreneurs have received a welcome boost with the introduction of a targeted music publishing course at Wits University.

Developed in partnership with the Southern African Music Rights Organisation (SAMRO), the part-time course – titled “Business Principles of Songwriting and Music Publishing” – will be launched in February 2010.

The evening classes will run for 14 consecutive weeks, with one two- to three-hour lecture per week, and students will receive a certificate from Wits upon their successful competition of the course and the final exam. It is a single-semester course, and prospective students who miss out on the first intake can enrol for the July 2010 semester.

The NQF Level 5 course is targeting anyone working in – or wishing to pursue a career in – music publishing, administration and marketing, who is looking to broaden his or her knowledge of creating, selling and promoting songs in a commercial environment.

It will benefit songwriters, aspirant independent music publishers and others seeking to enhance their understanding of some of the industry’s complexities and technicalities, such as music copyright laws, music publishing contracts, the financial and administrative aspects of the business, the promotion of musical works, the role of collective management organisations, and essential life skills for those involved in the music industry.

According to course facilitator Jonathan Shaw, who has been successfully running a related short course on music management and marketing through Wits Plus for the past five years, he and SAMRO identified a need to further develop intellectual capital on the business side of the South African music industry – a specialised area that is neglected by most academic business qualifications.

“The aim of the course is to educate and empower young entrepreneurs who are already in the industry or who want to get into it. We hope to provide encouragement to independent publishers and enable more local musicians to prosper,” explains Shaw.

“The South African music industry is still informal, to a degree. Many people don’t understand the industry, its workings or its terms to the extent that they are comfortable enough to work in it. And many creators still tend to ignore the business side of their work.

“These courses will go a long way toward the formalisation of the industry, giving participants the tools to be able to network and be competitive.”

A total of 25 applicants can be accommodated per semester, and SAMRO is sponsoring five bursaries for SAMRO members or for people employed by SAMRO publisher members. These seats will be awarded at the discretion of Wits.

With Shaw as facilitator, top industry professionals will be brought in to conduct individual lectures in their respective areas of expertise.

“We are really excited about this course for aspirant music publishers,” says Leon van Wyk, SAMRO’s Executive General Manager: Rights Holder Services. “The partnership between SAMRO and an academic institution of the calibre of Wits University is great for the music business and we encourage anyone who wants to make money from their songs to attend.

“We believe that this project adds value to the music industry and to our business, and will equip aspirant music publishers with valuable knowledge and skills.”

Adds Shaw: “The new music publishing course will help fill in the gaps, analyse the jargon and enable students to get to grips with how the music industry is run. It’s about blowing myths out of the water, and approaching the industry from an academic perspective.”

The “Business Principles of Songwriting and Music Publishing” evening classes, accredited and moderated by SAMRO, will be held at the Wits West Campus in Braamfontein, Johannesburg, starting on 17 February 2010 at 6pm. Registration for the first semester closes on 15 January 2010. The cost of the course is R5 120.00. For more information and to obtain an application form, visit www.witsplus.wits.ac.za. Alternatively, e-mail shortcourses.witsplus@wits.ac.za, phone 011 717 9500/3 or visit the Wits Plus office.

British Council 2010 Global Xchange Programme

Twenty-six international NGO volunteers have arrived in Durban to participate in the 2010 Global Xchange programme.

This is an innovative three-week project run by the British Council, which launched in Durban yesterday with the theme “Divided Cities”. It runs until 7 February.

The first phase of the Global Xchange programme is called “Community Xchange”, which is an international professional development programme that engages community activists from around the world through a range of activities.

During their three-week stay in Durban, the 26 participants will stay with host homes and spend one week with a range of Durban-based NGOs: Phoenix Youth Centre; Phoenix Child & Family Welfare; INK - Ethekwini Municipality; the BAT Centre; SCOPES; WOW; Lake Havens Children’s Home; Inanda Community Radio; Umtapo Centre; Tim Omotoso Outreach, Hope Church, Clermont Community Resource Centre, Nowadays Poets and Wentworth Soccer Academy.

The aim is to build the skills of participants and encourage inter-cultural dialogue amongst people from different cultures. Global Xchange is a programme that brings people globally to live alongside each other and work together as volunteers, giving them an opportunity to share their learning with their host communities

The programme is being hosted by the cities of Durban (South Africa) and Belfast (Northern Ireland). British Council and VSO (Volunteering Services Overseas) are managing this programme with the help of two Durban partners: the BAT Centre - where the participants will be based during their stay in South Africa, and the Ethekwini Municipality.

The theme of this year’s programme is “Divided Cities”, with the cities of Durban (South Africa), Kigali (Rwanda), Free Town (Sierra Leone), Belfast (UK), Paris (France) and Los Angeles (USA) being represented.

What all these cities have in common and what connects them to each other is that they have divisions which often appear insurmountable and keep communities from integrating with one another. Through this programme, communities from very different parts of the world will be able to explore their pasts, the cultural elements which define them and share best practice on how to ensure a more integrated future.

Participants will then travel to Belfast to start the Phase two programme from 7 to 27 March, 2010. This year Global Xchange programme consists of two main exchange activities: Community Xchange and Youth Xchange. The Multilateral Youth Exchange component will commence in August 2010 in Durban.

Minister to present SA music to the world

Arts and Culture Minister Lulu Xingwana is preparing to present SA music to the world as a delegation of officials and musicians head for the French city of Cannes.

Regarded globally as the world’s largest music industry trade fair, this year’s event gives a very special place to South African music and its industry with the country being named MIDEM’s Country of Honour in 2010.

As part of a full programme of events kicking off on Sunday, January 24, Minister Xingwana will address a press conference attended by representatives of the global music industry media. Minister Xingwana will address the challenges facing the South African music industry as well as introduce many of the performing artists in attendance at MIDEM.

Included in this line-up is Afro-soul, multi award-winner Lira, acclaimed hip hop act ZuluBoy, MTV Africa Music Award winners Jozi, roots music diva Thandiswa Mazwai, Ndebele star Nothembi, Afro-folk veteran Vusi Mahlasela, SAMA-nominated flautist Wouter Kellerman, live reggae favourite Tidal Waves, Afrikaans pop star Kurt Darren, and the Maletangwao Cultural Troupe. These South African artists – along with Benin’s Angelique Kidjo – will be performing for members of the worldwide music industry at MIDEM 2010’s opening party on the evening of January 24. The music director for the two stages at this prestigious event is award-winning jazz pianist, composer and producer Themba Mkhize.

Mkhize reveals he has prepared a music programme that draws on both South Africa’s diverse historical roots and the contemporary era.

“It’s a potpourri of musical genres from Isicathimiaya to Afro Pop, Hip- Hop, Afro-jazz and much more,” Mkhize says. “The showcase is a melting pot of the old and what young South Africa has to offer. It’s also a tribute to all the music genres that have formed who we are today – not just the struggle songs and songs of freedom that many people know, but Afrikaans songs, Ndebele songs and much more.

Adds Mkhize, “Having such a diverse line-up of artists to convey South Africa’s multi-faceted music past and present is a magical experience, and is going to go down brilliantly with the international music industry, I am sure!”

Another key part of South Africa’s high-profile MIDEM presence is a two-hour focused music industry conference that takes place in Auditorium K, Level 4 between 3 and 5pm on Sunday January 24.

Participants represent South Africa’s global music industry and its cultural industries with panelists Sello Galane, (Maestro Musician, Academic and Entrepreneur), Sipho Sithole (Strategist, Management Executive, Distinguished Producer of multi-award winning artists, Member of DAC Advisor Committee), Guy Henderson (Senior Vice President, Sony / ATV Music Publishing), Rob Hooijier (Director for Africa Affairs at CISAC), Michelle Constant (Chief Executive Officer at Business and Arts South Africa), Ralph Simon (CEO, The Mobilium International Advisory Group) and Mangaliso Ngema –(Singer, Actor, Voice Artist, Presenter and Guitarist) addressing a range of issues facing the South African and African music industry.

Says Department of Arts and Culture’s Glenn Masokoane – Director: Cultural Development, “Between the brilliant live music and the serious business of music to be tackled by the mini-music conference, South Africa is going to be in the spotlight during this very important global music industry event.”

The South African presence at MIDEM 2010 will be further enhanced by a stand in the main Pavilion in Cannes. This will be used to showcase South African music, labels and organisations to delegates at MIDEM as well as by South African music industry representatives as a place to hold meetings and connect with their global counterparts.
